Insights on Maximizing NIH’s Levers to Catalyze Technology Transfer

On July 31, 2023, NIH hosted a virtual workshop titled Transforming Discoveries into Products: Maximizing Levers to Catalyze Technology Transfer. The event aimed to explore the policies and practices governing biomedical innovation, mainly focusing on patenting and licensing NIH-funded inventions.

Understanding NIH’s Approach

At the workshop’s core, there was insight into the NIH’s strategies for patenting and licensing biomedical inventions, especially those emerging from its intramural research program (IRP). The IRP constitutes a vital but relatively small segment of NIH’s activities, with nearly 6,000 scientists engaged in basic, translational, and clinical research within agency laboratories. Nonetheless, its impact on public health is substantial.

Driving Positive Impacts

The workshop underscored the pivotal role played by NIH’s technology transfer initiatives. Licensing agreements stemming from NIH patents have facilitated over 1,200 clinical trials and led to the development of more than 1,000 products. Among these are 39 vaccines and therapeutics approved by the FDA, including game-changers like the COVID-19 mRNA vaccine Comirnaty®, the ebolavirus treatment Ebanga®, and the CAR T-cell therapy for multiple myeloma, Abecma®.

Exploring New Avenues

Throughout the day-long event, stakeholders explored avenues to enhance NIH’s technology transfer efforts further. Discussions revolved around identifying best practices and potentially novel approaches to patent licensing. The goal was to sustain and build upon NIH’s historic successes, fostering innovation, competition, and equitable access to groundbreaking products and services aimed at disease prevention, diagnosis, and treatment.
